Correct.

It gets removed because internal MUAs should not rely on such mail
header fields supplied by third parties over which one has no control
(but it is easy to avoid deleting certain headers if really needed).

A new X-Spam-Report is inserted for local recipients
(when spam score is above tag_level)
if $sa_spam_report_header is true (in 2.2.x),
or by uncommenting two lines in file amavisd in 20030616p10
(search for 'X-Spam-Report' in the program).
