Removing most of the /usr/local/share/spamassassin/*.cf files probably
gets close to that goal. The SAtalk people should know better.
But I doubt you would like the results. You may just as well switch
to dspam then.

It does not depend much on amavish-new (apart from finding the
optimum number or child processes). The SAtalk people would
probably be more competent to answer this question.
