I tried with your modules list from the mail, applied to 20030616p10,
and the URI tests did produce score, even when running in chroot.
Perhaps you have external SA tests disabled ($sa_local_tests_only=1) ?
Try turning off chroot just to see if the URIDNSBL problem
is caused by chroot jail or is more basic.
Examine the SA log as produced when running 'amavisd debug-sa',
compare it to the one produced by su vscan -c 'spamassassin -t -D <msg'
