It in popular demand, although it is tricky to design a general purpose
data structure representable also in SQL, specifically because people
will expect some kind of fallback/merging with more general (e.g. by-domain)
rules. Since the order of rules matters, it is not clear how the
specific-to-general (user/subdomain/domain/catchall) search
in this two-dimensional data space should operate.

I'm keeping the request on my mind, but don't hold your breath.
