With the invention of policy maps, you can probably do it with
one amavisd instance only, to slightly simplify matters.

I agree with Clifton's opinion.
As far as bayes is concerned, your best solution is to move
the bases db to SQL, as explained in the SA documentation
in ./sql/READ*. It is faster and more reliable, and concurrent
db access is no longer an issue.
