At the top-level of the IAMS Access Lists system we have lists. Lists contain rules, have a default policy, and members.
"Rules" are patterns that will matched against the URL that the user requests. Each rule has an action to be performed upon a successful match: ACCEPT or REJECT.
The list "policy" is the action that will be taken when the URL the user requests does not match any of the rules.
"Members" are users who are subject to the rules on this list. Users may only be members of one list at a time.
